We’re committed to supporting people experiencing homelessness at all times, but especially during harsh weather conditions. The Severe Weather Emergency Protocol (SWEP) is designed to protect rough sleepers when temperatures drop dangerously low.
What is SWEP?
SWEP is activated when the temperature is forecast to fall to 0°C or below. Local authorities may also trigger SWEP based on other severe weather conditions, such as wind, rain, or snow that could pose significant health risks.
How SWEP works
When SWEP is activated:
- Additional emergency accommodation is made available to all rough sleepers, regardless of eligibility
- Outreach teams increase their efforts to engage with rough sleepers
- We work to ensure no one is left sleeping on the streets
Our goal is not just to provide temporary shelter, but to use this opportunity to support individuals in finding long-term solutions to end their homelessness.
SPEAR’s role
During SWEP activations, we:
- Work with our local councils to secure emergency accommodation
- Increase the number of outreach shifts to find and assist rough sleepers
- Provide ongoing support and advice to help individuals from homelessness to independence

- Consider volunteering or donating to support our work
